SCHEDULE OF ADOPTION PROCEDURES
September 8, 1994 Commissioner of Education presents the preliminary
Proclamation 2994 (for 1997-98 school year) to State Board of
Education (SBOE) committee for discussion.
October 4, 1994 Final date for Texas residents to file written requests to
appear at the hearing befoIe the SBOE concerning
Proclamation 1994.
October 6, 1994 - SBOE holds public hearing on Proclamation 1994.
November 11, 1994 - SBOE issues Proclamation 1994.
November 30, 1994 - Proclamation 1994 and SBOE rules relating to instructional
materials adoption program are mailed to publishers and
persons who have requested copies.
November 1, 1995 - Final date for receipt of nominations to State Textbook
Subject Area Committees that will be appointed to review
instructional materials submitted under Proclamation 1994.
State Textbook Subject Area Committees, upon initial contact
by a representative of the Texas Education Agency, begin a
period of no-contact, either directly or indirectly, with
publishers, their representatives, agents, authors,
consultants, editors, depositories, or any persons soliciting
support for or against any instructional materials being
considered fox adoption.
February 8, 1996 - Commissioner of Education notifies SBOE of persons to be
recommended for appointment to State Textbook Subject
Area Committees.
February 16, 1996 Publishers file Statement of Intent to Bid and data form by
5:00 p.m. listing all instructional materials submitted for
adoption.
February 5-9, 1996 - SBOE notified of appointments to State Textbook Subject
Area Committees. Members of the committees wi22 continue
the period of no-contact, either directly or indirec~y, with
publishers, their representatives, agents, authors,
consultants, editors, depositones, or any person soliciting
support for or against any instructional materials being
considered for adoption. This no-contact period that bega~
with their initial communication from the Texas Education
Agency will end at the close of balloting meetings in August.
Regional Education Service Centers desig~te to the
Commissioner of Education the person who will supervise
sample shipments, the address at which sample instructional
materials will be received, and a schedule designating hours
and dates sample materials may be reviewed by the public.
April 4, 199~ - Publishers file two official sample copies of student's
components and teacher's components of instructional
materials submitted for consideration; price data requested
by the Texas Education Agency; and Forms B and Warranty.
Samples, price data, and Forms B and Warranty shall be filed
with Texas Education Agency Division of Currintlum
Development and Textbooks by 5:00 p.m. (with the
exception of submissions in the categories of Social Studies
Spanish, Grades 1-5). All samples shall be submitted with
finished-format content, binding and packaging. Hardware
or special equipment necessary for review of any electronic
media included in a submission shall also be filed by this
date.
Final date for publishers to file revision reports on
instnrctional materials presently under contract offered m
this adoption.
Publishers file two official sample copies of student's
components and teacher's components of instructional
materials submitted for consideration with each Regional
Education Service Center by 5:00 p.m. (with the exception of
submissions in the categories of Social Studies Spanish,
Grades 16). AU samples shall be submitted with finished-
format content, binding, and packaging. Hardware or
special equipment needed by Regional Education Service
Centers to provide public review of any electronic media
included in a submission shall also be filed by this date.
Regional Education Senrice Centers publish news release
concerning the beginning date for review of sample
instntctional materials. The notice shall include the schedule
designating hoursand dates samples will be available for
review by the public.
April 12 1996 Beginning date for sample instru~tional materials to be
available for review at the Regional Education Service
Centers (with the exception of submissions in the categories
of Social Studies Spanish, Grades 1-5).
Regional Education Service Centers notify the Commissioner
of Education of samples not filed by 5:00 p.m. on April 4,
1996.
April 22, 1996 Beginning date for orientation and organizationai meetings
of the State Textbook Subject Area Committees.
May 6, 1996 - Final date for publishers to file one official sample copy of
student's components and teacheis components of
instructional ma~erials submitted for consideration with each
member of the appropriate subject area committee (with the
exception of submissions in the categories of Social Studies
Spanish, Grades 25). All samples shall be submitted with
finished-format content, binding, and packaging. Hardware
or special equipment necessary for review of any electronic
media included in a submission shall also be Eiled by this
date.
May 6-10, 1996 - Commissioner of Education notifies SBOE of all sample
instructional materials not on deposit in Regional Education
Service Centers on required date and of any extensions
approved by the commissioner.
Final date for publishers to withdraw an instructional
materials submission without SBOE approval. Requests to
withdraw an instructional materials submission shall be filed
with the Texas Education Agency Division of Curriculum
Development and Textbooks by 5:00 p.m.
June 3, 1996 - Beginning date for presentations by publishers to State
Textbook Subject Area Committees as scheduled by the
Texas ˇducatjon Agency.
June 14, 1996 Final date for Texas residents to request in writing to appear
at joint hearings before the Commissioner of Education and
the State Textbook Subject Area Committees. Requests shall
identify subjects, titles, and publishers of instructional
materi~ls to be addressed and shall be received in writing on
or before 5:00 p.m.
Final date for publishers to request in writing to appear at
the joint hearings to present responses to testimony.

July 8, 1996 Commissioner of Education and State Textbook Subject Area
Committees begin joint hearings to be held at the Texas
Education Agency offices, 1701 North Congress Avenue,
Austin, Texas.
21 calendar days Final date for receipt of written responses to the testimony
afteT close of presented at joint hearings. Responses shall be received
hearings on or before 5:00 p.m.
10 days after - Transcripts of joint hearings mailed to State Textbook Subject
close of record Area Committee members and Regional Education Senrice
Centers.
August 1, 1996 Final date for publishers to file lists of editorial corrections
necessary in student's and teacheis components of
instructional materials submitted for adoption. Lists of
editorial corrections shall be filed with the Texas Education
Agency Division of Curriculum Development and Textbooks
by 5:00 p.m. Publishers shall not add pages to instructional
materials through the editorial correction process.
Final date for publishers to file certification that student's
and teacher's components of instructional materials have
been edited for accluracy, content, and compliance with
requirements of the proclamation and SBOE rules.
Certification shall be'filed by 5:00 p.m. with the Texas
Education Agency Division of Curriculum Development and
Textbooks.
Final date for receipt of written comments conceming Social
Studies Spanish, Grades 1-5, instructional materials
submitted for consideration. Written comments shall be
received on or before 5:00 p.m.
August 9, 1996 Final date for receipt of responses to written comments
conceming Social S~udies Spanish, Grades 16, instructional
materials submitted for consideration. Responses shall be
received on or before 5:00 p.m.
