Presidential Libraries

The George Bush Presidential Library Center will chronicle the history of President Bush's time, including his presidency and his long public service career in the United Nations, China, the Central Intelligence Agency, Congress and as vice president and world leader.

It will be a living, enduring and vital enterprise. As a part of the National Archives, the library holdings will be accessible to scholars and students from around the world. They will write the history of one of the most exciting periods in world politics--the demise of communism and what has been termed the creation of a "new world order." These facilities and programs will afford national and international scholars the opportunity to assemble for study, research and conferences.

The Center will have offices and living quarters for President and Mrs. Bush and offices for supporting staff. President and Mrs. Bush anticipate spending considerable time at the Center, teaching, writing and interacting with the students and faculty.

In this presidential library, at Texas A&M University, you will find documentation for some of the most revolutionary changes that the world has ever seen take place. Whether it is peace talks... or whether it is the unification in Germany ... whether it is the decline and fall of the Soviet Empire... whether it is the historic precedence-setting coalition for Desert Storm. All of that will be reflected with accurate detail in the library for scholars to make their own conclusions.

A photographic book of President Bush's life and career is being published by Texas A&M University Press for the George Bush Presidential Library Center. More than 200 color photographs, many of them by David Valdez, who was Bush's personal photographer, document historic occasions as well as private moments with family members.


LOCATION

The location of the George Bush Presidential Library Center in College Station on 90 acres of the Texas A&M University campus offers the advantage of a central location that makes it easily accessible from major population centers in Texas. As a result, most Texas school children can visit the Center and then return to their communities in one day. The absence of urban congestion, ample space for visitor parking, safe grounds or family visits, family-oriented facilities and ease of access from major thoroughfares will encourage visitors.

The Center will be set in a beautiful park-like environment, which is part of the existing campus plan of green pedestrian malls. The grounds will remain a pastoral landscape intended to enhance the experience of using the building complex. Sited among a large grove of mature live oak trees, which line a running creek, the Center will be nestled within the site's natural elements to maintain harmony between the physical structure and the landscape. The natural beauty of the Texas landscape is the creative point of departure for the design concept.

ACADEMIC PROGRAMS
ASSOCIATED WITH THE GEORGE BUSH
PRESIDENTIAL LIBRARY CENTER

A Center that includes the museum, archives, meeting rooms, classrooms, auditoria, administrative offices and space for university programs will assure that the library is not isolated. These facilities will promote interaction of library personnel and scholars. Inclusion of academic programs in the complex will provide students with opportunities to visit the library regularly and to draw upon its resources. It also will foster contact of students with President and Mrs. Bush when they are in residence at the Center.

GEORGE BUSH SCHOOL OF GOVERNMENT
AND PUBLIC SERVICE

The George Bush School of Government and Public Service, a component of the Library Center, will offer a master of public administration degree, emphasizing the acquisition of analytical skills, character of leadership and management techniques for public service. The school is designed to mark a turning point in educational programs for public service. It will differ from the university-based curricula in public affairs or public policy that are now relatively common. Graduates of the school will have the leadership skills necessary for effective stewardship of government programs.

I hope my life has demonstrated a commitment to public service that was inoculated into me very early on by my father, and into him by his father. We believe in this concept of public service. So in this new school... this new academic enterprise... we can highlight what motivated people to be in public service... how you set the highest standards for public service. I am personally very interested in that.

CENTER FOR PRESIDENTIAL STUDIES

The Center for Presidential Studies, adjacent to the Presidential Library, will be the leading center in the United States on the American presidency. Already established, this Center, in a relatively short period, has become a major force in scholarship on the presidency. It conducts research on the presidency, disseminating this information to other scholars, government officials and the general public. Areas of scholarly inquiry include presidential decision-making, world leadership and relations with Congress and the public. The Center will supplement collections in the George Bush Library through its data bases that are not available in more traditional archives.

CENTER FOR PUBLIC
LEADERSHIP STUDIES

Public leaders sense great historical moments and seize opportunities presented by timely circumstances. In association with the Bush School of Government, the Center for Public Leadership Studies will draw on the expertise of social science, management and humanities scholars to enhance understanding of leadership and to encourage its development.

Working collaboratively, Center scholars will examine leadership characteristics, the selection and success of public leaders and the relationship between leaders and followers in democratic systems.

Research findings will be disseminated in symposia, workshops and lectures by and for public leaders. Such programs will be an important contribution to the Bush Presidential Library; they will underscore the role of public service in the United States and better prepare our young people for public service in the future.

FUNDING FOR THE GEORGE BUSH
PRESIDENTIAL LIBRARY CENTER

The George Bush Presidential Library Center, with associated academic programs, will be created with funds from the private sector and Texas A&M University.

The design and construction of the Library/Museum housing the presidential papers and exhibits will be funded by private sources as specified in federal statutes. Private funds also will be used to create an endowment for maintenance of the building as required by the 1986 Presidential Libraries Act. A prominent private-sector committee is pursuing private funding for the design and construction of the Bush Presidential Library Center, its maintenance endowment and its program endowment.

The academic programs associated with the George Bush Presidential Center will be supported by Texas A&M University and through private donations. Support will include facilities to house academic programs of the Center. The university also will provide resource support for academic and staff positions in associated programs.

HOW YOU CAN BE A PART OF THE
GEORGE BUSH PRESIDENTIAL
LIBRARY CENTER

Funding for the Center will be provided by friends of the university and of President and Mrs. Bush. Fundraising activities will support the design and construction of the Center, as well as the mandated endowment for its maintenance and other costs.

The George Bush Presidential Library Foundation has been established as a 501(c)(3) charitable foundation, so gifts are tax deductible to the extent allowed by law. Gifts may be pledged over three years. Providing the greatest assistance and flexibility to the fund raising goal are gifts of:

Estimated funding requirements for the Center are $82 million. Of this amount, $42 million will be required for the Presidential Library and Museum. The goal is to raise these funds by 1995 so that construction of the Library/Museum can begin in time for this facility to open in 1997. Federal funds will support the archival programs and staff at the Presidential Library and will provide monies for daily operations of the Library/Museum Facility once it is opened.
