The Following is a Listing of Various Services Available from the Public Works Department via Engineering Services. No Service will be provided that competes with services immediately available in the private sector. Check the Yellow Pages First!
Water Services - Various services are available from the water department. These include water taps for residential and business users. Typical tap fees range from a couple of hundred dollars for a typical residential tap to several thousands for large industrial services. The tap fee generally includes all piping and metering to the customer's lot line.
In certain water related circumstances, specialized backflow prevention installations may also be provided. These devices typically will be installed at cost by the City Crews and ownership is retained by the purchaser. These installations are accomplished at a "time and materials - not to exceed" basis.
Other water services include irrigation taps for yard and garden installations. These are recommended to help provide adequate irrigation pressures without affecting the household pressure. These also prevent a water customer for paying for sewage service for water placed on their yard. The City offers special pricing to developers who have these installed when the original water tap is also installed.
There are specialty water services available for special needs. Customers with a specific load demand can have special structures installed to aid in their needs. Typically, these may include pressure systems which provide a constant pressure for special purposes. This may be for large commercial accounts or for residential applications. These systems can be designed by the City but must be installed by the homeowner or a Master Plumber. City Crews cannot and will not install these systems. This would be a violation of the Plumbing Code which requires such installations to be accomplished by a Licensed Bonded Master Plumber or the homeowner.
The water department can provide special water metering systems for specific purposes. This includes remote reading and other systems. Please advise us of your needs.
The Gas Department can provide specialty systems as well. These include gas lighting systems, natural gas generator sets, large gas metering installations, compressed natural gas fill systems and other systems as needed. For land and property developers, the Engineering office offers advance planning services to make the transition from breaking ground to final development easier. This includes a review of the City's policies with the Developer's engineers to reduce redesign requirements and to lower costs. Once plans are submitted, the office will provide review and comments along with utility extension costs estimates.
Water Lines - Minimum 6" C-900 PVC Class 200.

Sewer Lines Minimum 6" SDR 26 PVC
Fire Hydrants - Mueller Super Centurion 200 Traffic Safe (500 ft Intervals)
Manholes - 30" Ring and Lid, Concrete Cast in place or Pre-Cast
Water Valves - 2"Operating Nut Left to Open, Resilient Seat,
Manholes - 300 feet Intervals
PAVING
Paving costs are shared by the City up to a limit. These limitations usually concern dedicated alleys, radii and other special matters. Please check with the Engineering Department concerning these cooperative costs. Minimum Paving requirements are 6 inches stabilized road base (typically caliche) and 2" Hot Mix Asphaltic Concrete (HMAC). Curb and Gutter to be 24 inches in width and standup portion to be 6 inches tall cementious concrete. Alternative paving method can be discussed, but Curb and Gutter are required for all developments. Drainage plans must also be submitted with each plat.
No development is accepted without paving and utility costs.
Please check with the City prior to shopping for these various items. A complete specification for each item will be furnished.
Sizing is based on several factors. The minimums are based on a minor extension of just a few lots. Any significant development requiring larger lines must be developer provided. Specific rules concerning developer contributions in aid of construction are available at the Engineering Department.

The City Code Department STRICTLY enforces the Plumbing Code.
The City has a Backflow prevention program in force which is also strictly followed.
Developers need to ensure that their plumbers have visited with the Engineering department about these matters LONG before they call for an inspection.
